To complete the quest, you need to go to the Customs location with the Special Vehicle Key. It can often be found in Scav pockets or jackets in any location.

If you can't find it, try heading to the bronze clock spawn location. The tanker doors might be open.

The tanker itself is located at a construction site, near the Dikikh checkpoint and the bridge over the river. The orange tanker with the "Flammable" sign on the vehicle will serve as a landmark. The quest item itself spawns under the driver's seat.

Afterwards, you must leave the location alive to hand over the watch to Ensign.
